What this tool does

An outside border increases canvas dimensions; an inside border covers pixels along the existing edges. Rounded outside corners are rendered with transparency beyond the curve.

Outside: output = source + 2 × border · Inside: dimensions unchanged

PNG is used so rounded outer corners and source transparency remain available.
