Utilization (%) = entries × minutes per entry ÷ (staff × available hours × 60) × 100.

Utilization below 100% leaves theoretical capacity. Above 100% means the stated work cannot be completed within the available staffed time.

This is a labor-capacity model; system outages and entry complexity should be reflected in the average minutes per entry.
