Offer conversion rate = Accepted offers ÷ Offers made × 100

The rate summarizes candidate acceptance for this compensation band. The headcount gap makes a percentage target easier to translate into recruiting outcomes.

Do not mix pending offers with final outcomes unless your reporting rule explicitly treats them as not accepted.

Example calculation

With 80 offers and 56 acceptances, conversion is 70.0%. A 75% target requires 60 acceptances, so the gap is 4.

Frequently asked questions

Should pending offers be included?

Include them only if your reporting convention does so. For a final conversion rate, wait until each offer is accepted or declined.

Can accepted offers exceed offers made?

No. Both values must refer to the same cohort, and accepted offers are a subset of offers made.

Why is the target acceptance count rounded up?

The smallest whole number of acceptances that meets the percentage target must be used.

Does a low rate prove the pay band is uncompetitive?

No. Role fit, location, timing, manager experience, and competing offers may also affect acceptance.

Can I compare bands with different offer volumes?

Rates can be compared, but show the underlying offer counts because small cohorts are more volatile.
