Required on-time count is rounded up because a fraction of a return cannot satisfy the target.
What the result means
The percentage describes reliability against the service definition you supplied. The outside-target count shows misses, while the goal gap converts the percentage shortfall into a workable number of returns.
Define eligibility and the time target before collecting the counts, then use the same rule for every record in the period.
