This is a throughput estimate. Complexity mix, rework, system downtime, and batching should be reflected in the observed processing rate or utilization.
Example calculation
Four staff × 8 hours × 22 days × 2 declarations per hour × 75% gives capacity of 1,056 declarations, based on 528 productive hours.
