Estimate how many simultaneous active users a fiber link can support from usable capacity, average per-user demand, target utilization, and protocol overhead. A concurrency assumption then converts active-user capacity into a total subscriber or account population.
Active-user capacity is the primary engineering result. Subscriber capacity is a planning translation that depends strongly on the concurrency assumption and should be validated with busy-hour measurements.
This is an average-demand model, not a guarantee for every user. Traffic bursts, QoS, failover, application mix, and bottlenecks elsewhere can reduce experienced performance.
