Formula

Required FTEs = ambulances × crew per unit × hours/day × days/year ÷ productive hours/FTE × (1 + relief %)

Productive hours should already exclude leave, training, and other time that cannot cover a field assignment.

What the result means

The rounded result is a planning headcount for continuous unit coverage, not the number of people working at one moment.

Scheduling rules, skill mix, local labor agreements, supervisor coverage, and surge units can change the actual hiring requirement.

Example calculation

Eight ambulances with two-person crews operating 24 hours for 365 days require 140,160 staffed hours. At 1,680 productive hours per FTE, base need is 83.43 FTEs; a 10% relief allowance raises the plan to 91.77, rounded up to 92 FTEs.

Tips for better results

  • Use actual paid-hours reports to estimate productive availability.
  • Model peak and off-peak deployment separately when unit counts change.
  • Do not count supervisors unless they routinely fill field assignments.
  • Recalculate after schedule or leave-policy changes.

Frequently asked questions

Should productive hours include vacation and sick leave?

No. Use the annual hours an employee is realistically available for ambulance coverage after leave, training, and other non-field time.

Why does the calculator round staffing up?

A fraction of an FTE cannot independently fill an entire required shift, so the planning result is rounded up.

Can I use this for mixed ALS and BLS crews?

Run separate scenarios for each crew model, then add the results so different staffing ratios are preserved.

Does relief coverage replace a vacancy factor?

It can, provided the percentage reflects vacancies, unscheduled absence, and any planned overlap without double counting.

Does this estimate dispatch or supervisory staff?

No. It estimates staff assigned to ambulances; add dispatch, management, logistics, and clinical support separately.
