Start with what you need to change
PDF problems usually fall into a few clear buckets: page order, file size, text extraction, image conversion, form handling, privacy, print layout, or final quality checks. Picking the category that matches the job is faster than trying several unrelated tools and hoping one of them fixes the file.
If the PDF came from a scanner or an unfamiliar source, inspect it before making major changes. A quick look at page count, page size, selectable text, and file size often explains why a later operation behaves differently than expected.
